It pained me to see that certain identity attributes of Preventive Officer in CBEC 2015 which was once a vibrant FB Community are missing. One such attributes was the site URL used in the ABOUT section of this FB page. The Community page uses cbec.gov.in/htdocs-cbec/deptt_offcr/cgle/cgle as one of its identity dimensions under the about section. Sadly, it redirects you to the home page of CBIC which is not the intended page.

For the team responsible for maintaining cbic.gov.in, this could be pretty insignificant but for the Group of 2015 batch POs it matters. In fact, I went on retrieving content hosted under the above-marked URL and it happened to pertain with the Notifications of vacancy positions of Inspectors (Central Excise), Inspectors (Preventive Officer), Inspectors (Examiner) and Tax Assistant in the Central Excise & Customs Department (Of course to be filled through CGLE 2014).
So, all it occurred to me was that the URL placed under the ABOUT section of Preventive Officer in CBEC 2015 page was meant to SPEAK about the very genesis of 2015 batch preventive officers. Here is how the Original content looked over the CBIC (then CBEC) site in 2015.
What Preventive Officer in CBEC 2015- The FB Community Stood For?
Certain posts on its wall are indicative of the fact that the community has worked in larger interest of Preventive fraternity. One of the remarkable posts is about the Appeal made in the aftermath of one colleague’s untimely demise. I have been part of that campaign and can proudly say that the appeal made through this FB community had huge impact. People came forward and volunteered generously. So, the importance of this group is proven and established. Keeping all this in my mind I thought retrieving the Content hosted originally under the URL which once marked the identity of Preventive Officer 2015.
What the Most Relevant Things for Community Were There Over the CBIC site?
For the batch of 2015 POs, of course the Board’s communication dated 25-05-2015 was the most Important thing that placed on public record the actual vacancy position of staff as on 19th May, 2015 . The subject of the communication made by CBIC to the Under Secretary Staff Selection Commission is captioned with: “Revised Category-wise break-up of vacancies of Inspectors (Central Excise), Inspectors (Preventive Officer), Inspectors (Examiner) and Tax Assistant in the Central Excise & Customs Department to be filled through Combined Graduate Level Examination, 2014-regarding”. Hence retrieval of this Communication was most vital. And, it is here: Check this out!
Was the Genesis Document of 2015 Batch Preventive Officer Deliberately Deleted from the Site?
Short answer is no! Because doing away with old records from govt sites is not instructed from the authorities as such. The current policy of making India as a capable and leading digital economy at least never suggests doings so. Then, what is the real picture behind, why all it happens? It needs to be looked through, for better understanding of how things get lousy at govt. sites.
It is not very uncommon to see that much of the older records over govt. websites get deleted or abandoned. And, the best reasons for this must be known to the ones responsible for maintenance of the govt. sites. Many of you must have had the experience of encountering a blank page, 404 error, redirection to home page, redirection to an Advertisement page or other such sorts of undesirable web results upon clicking certain links on govt sites. Worst, the zonal websites of Mumbai Customs has suffered hackers-control many times in recent past and many of the 4/5 year old records seem to be missing from sites. This happens usually on account of negligent approach & mediocrity of third party contractors who are roped in, under our AMC arrangements.
Since, the lowest bidder for providing a specified service is the usual criteria of selecting any service provider in govt. space, the performance and accountability of these third parties is very much mediocre to be precise. To my understanding, everything related to the sites is not looked after by the NIC alone, they also outsource many thing to private players. And, obviously, because the govt. department which is the recipient of the IT services doesn’t have a dedicated & well trained in-house staff for IT related work, the private players get away from being brought under scrutiny.
Surprisingly, the policy makers do not seem to be informed enough wherein, they could realize that the true digital economy would prosper only the back of a strongly accountable mechanism that ensures upkeeping of old records in first place. And, that the fixing the infrastructure lacunas and loopholes and Capacity building is a much needed measure.

I will be coming up with all other things that the original link (dead now) hosted but one more important document that placed on record all the vacancy positions from year 2001 and prior to 2015 is of real importance for many different purposes. The ones posted with establishment section might find it very crucial. Hence, I am placing the retrieved document under a link right here!
