In view of the meeting of Pr. CC, Zone I and DGHRD with new Revenue Secretary on 26.12.2018 the NBCC/ARCOP were supposed to go back to drawing board and work out on a proposal that could be exhausting all potential FSI with no viability Gap in place.
RS was of the opinion that by altering certain deliverables and attributes of the project, the cost of construction could be brought down and then very first Mega Plan envisioning to use all potential FSI could be made executable.
One of the ideas discussed in the meeting was to lessen the heights of buildings proposed to bring down the rate of construction cost.
The Saleable part was to be increased to ensure more sale proceeds to pay for premium chargeable on higher FSI.
Provision of School & College was to be done away with and other elaborate provisions could be trimmed off.
The NBCC & ARCOP were to submit the work out accordingly but in the meantime it was learnt that PAR index has been notified by CPWD and that was to be accounted for in the cost estimation.
The new PAR index of 145 from earlier 132 was raising the cost of construction roughly in the ratio of 145/132. So, the entire exercise required plugging the viability gap arisen out of Premium payable to state and the cost rise due to new PAR index.
NBCC’s Revised/Reworked Proposal Dtd. 11.01.2019
On the lines of discussion held in meeting with RS on 26.12.2018, NBCC, Delhi forwarded the revised blueprint of proposal on email dated 11.01.2019 which comprises following:

(A) Layout Sketch 1 (Phase I)
(Using free Zonal FSI of 1.33 + setback benefit effectively working out to FSI 2.07. This is what we are starting with. Our Goal is Layout B which would also include elements of A. )
(B) Layout Sketch 2 (Phase I +II)
(Using full potential FSI 4/5 .. This encompasses elements of Layout A too. This is where we will arrive after completing phase I +II both )
(C) Project Statistics in respect of Layout 1 (Phase I)
(D) Project Statistics in respect of Layout 2 (Phase I +II)
